Roundup the weeds in the planter (if anything is actually growing, that is, not including the bushes) and then in a couple of weeks after they are dead till them under. The cat crap will actually act like fertilizer, maybe, and whatever you plant new will grow better. OR just put down rock after you till so the cats will leave the area alone.
